John and Mary Lowrie have kept their basement faucet running in a pencil-sized stream for the past two weeks after the water supply line to their North Mankato home froze last month. They got it thawed four days later. The city of North Mankato, like other cities, is considering an ordinance to let people run their water without paying higher water bills.
