ST. CLAIR — Consider this:

The city of St. Clair has a population of almost 900. Yet, its school district will have a 2011-12 enrollment of nearly 600. That means the district’s enrollment is equal to 66 percent of the city’s population.

Taken at a similar ratio, Mankato Area Public Schools would have an enrollment of roughly 35,000, New Ulm would top 8,000 students and St. Peter would have more than 7,000.

Of course, those numbers are about four times greater than actual enrollment figures.

But the difference for St. Clair is that one-third of all its students are gained through open enrollment, the Minnesota law that allows families to choose whichever school district they wish to attend.
